Planning reforms: More houses to be built in flood areas

The Association of British Insurers (ABI) has warned that the draft National Planning Policy Framework could lead to a rise in inappropriate developments in flood risk areas.

The ABI is reported today as opposing the changes to the planning system that are currently being consulted upon by the Government.

The Telegraph quotes the trade body as saying that the current rigorous planning system stops builders from developing areas at risk of flooding.

The new framework, which is designed to cut red tape and make house-building easier, will replace more than 1,000 pages of planning regulations with just 52.

Chinese Insurers Eyed As The Biggest Bond Seller In Aug.

Chinese insurance institutions became the main force of short-selling on the bond market in August.

In last month, insurance firms slashed their bond inventories by a total of 25.164 billion yuan to 1980.062 billion yuan (US$309.86 billion) from July.

In terms of different bond varieties, China’s insurers reduced 14.937 billion yuan of debentures in August, and cut their holdings of T-bond, mid-term notes, commercial Banks’ bonds to 0.921 billion, 1.12 billion, 1.375 billion and 5.33 billion yuan respectively.

Elsewhere, however, Chinese lenders’ bond inventory surged 114.173 billion yuan to 1,4155.124 billion yuan and fund companies’ added 53.313 billion yuan to 1,470.577 billion yuan.

“Which?” launch super complaint against “rip-off credit card charges”

On the 11th February, “Which?” the consumer magazine launched a super complaint into the practise of levying surcharges on transactions using debit or credit cards to complete a purchase. The basis of Which’s complaint is that this practise “results in distortionary effects on competition, primarily through reducing the clarity of advertised prices…”

Which’s key argument is that the practise of surcharging itself is in some circumstances harmful to the customers’ interests and that often the surcharge is not levied to pay for the specific payment method but is actually part of the price of the underlying good or service, and as such it should be incorporated into the headline advertised price.
